Purpose of this program:
To develop jobs and job training opportunities for disabled and other veterans through contacts with employers; promote and develop on-the-job training and apprenticeship and other on-the-job training positions within Federal job training (e.g. VWIP, VA programs); provide outreach to veterans through all community agencies and organizations; provide assistance to community-based groups and organizations and appropriate grantees under other Federal and federally-funded employment and training programs; develop linkages with other agencies to promote maximum employment opportunities for veterans; and to provide employability development and vocational guidance to eligible veterans, especially disabled veterans, utilizing a case-management approach to services, wherever applicable.

Funds must be used only for salaries and expenses and reasonable support of Disabled Veterans' Outreach Program (DVOP) Specialists who shall be assigned only those duties directly related to meeting the employment needs of eligible veterans according to the provisions of 38 U.S.C. 4103A.

State Employment Agencies designated under Section 4 of the Wagner-Peyser Act, as amended.

How to apply...
Standard Form 424, Application for Federal Assistance, submitted to the Director for Veterans' Employment and Training (DVET) in each State, as listed in Additional Contact Information - FMR Help along with program narratives and Fiscal Plans in accordance with instructions in a Solicitation for Grant Application (SGA) or annual modification instructions. The standard application forms as furnished by the Federal agency and required by OMB Circular No. A-102 must be used for this program. This program is excluded from coverage under OMB Circular No. A-110.
Note: Each program will indicate whether applications are to be submitted to the Federal headquarters, regional or local office, or to a State or local government office.
Awards are approved annually by the Assistant Secretary for Veterans' Employment and Training (ASVET) based on recommendations of Regional Administrators and Directors for Veterans' Employment and Training in each State.
Note: Grant payments may be made by a letter of credit, advance by Treasury check, or reimbursement by Treasury check.
Awards may be made by the headquarters office directly to the applicant, an agency field office, a regional office,
or by an authorized county office. The assistance may pass through the initial applicant for further distribution by
intermediate level applicants to groups or individuals in the private sector.

Range of Approval/Disapproval Time
This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review. The standard application forms as furnished by the Federal agency and required by OMB Circular No. A-102 (29 CFR, Part 97) must be used for this program.

In some cases, there are no provisions for appeal. Where applicable, this section discusses appeal procedures or allowable rework time for resubmission

Range and Average of Financial Assistance
Range from $124,000 to $12,195,000 in fiscal year 2004 depending on veterans' population formula calculated for each State. Average: $236,904.

Also indicated is an approximate average amount of awards which were made in the past and current fiscal years.

About this section
This section indicates the different types of projects which have been funded in the past. Only projects funded under Project Grants or Direct Payments for Specified Use should be listed here. The examples give potential applicants an idea of the types of projects that may be accepted for funding. The agency should list at least five examples of the most recently funded projects.
Effective July 1, 2002, a new reporting system that allows for rolling quarter outcomes replaced the previous system. This system will have outcome data for one complete year by July, 2004 and has the ability to separately identify the specific accomplishments by the DVOP Specialist staff. Estimates of all outcomes cannot be made in advance. Funding continues to be on a fiscal year basis in 2003, there were 52 applications and 52 awards made.

Length and Time Phasing of Assistance
Usually awarded for a fiscal year (October through September). States may obligate funds to provide assistance for a fifth fiscal year quarter (until December 31).
Formula and Matching Requirements
Public Law 107-288, signed on November 7, 2002 amended 38 U.S.C. and changed the grants to States for this functional staffing grant to a program grant. Therefore, this is no longer a formula for DVOP Specialist staff to be assigned to a State by the number of veterans residing in the State. Instead, a new formula was mandated that takes into account the ratio of the number of veterans residing in the State that are seeking employment compared to the total number of veterans seeking employment in the States. No matching is required.
A formula may be based on population, per capita income, and other statistical factors. Applicants are informed whether there are any matching requirements to be met when participating in the cost of a project. In general, the matching share represents that portion of the project costs not borne by the Federal government. Attachment F of OMB Circular No. A-102 (Office of Management and Budget) sets forth the criteria and procedures for the evaluation of matching share requirements which may be cash or in-kind contributions made by State and local governments or other agencies, institutions, private organizations, or individuals to satisfy matching requirements of Federal grants or loans.
Cash contributions represent the grantees' cash outlay, including the outlay of money contributed to the grantee by other public agencies, institutions, private organizations, or individuals. When authorized by Federal regulation, Federal funds received from other grants may be considered as the grantees' cash contribution.
In-kind contributions represent the value of noncash contributions provided by the grantee, other public agencies and institutions, private organizations or individuals. In-kind contributions may consist of charges for real property and equipment, and value of goods and services directly benefiting and specifically identifiable to the grant program. When authorized by Federal legislation, property purchased with Federal funds may be considered as grantees' in-kind contribution.
Maintenance of effort (MOE) is a requirement contained in certain legislation, regulations, or administrative policies stating that a grantee must maintain a specified level of financial effort in a specific area in order to receive Federal grant funds, and that the Federal grant funds may be used only to supplement, not supplant, the level of grantee funds.

Quarterly reporting of: (1) Accrued expenditures against budget categories in fiscal operating plans, and (2) workload activity of veterans' placements in jobs and training programs, job development contacts and number of veterans contacted to determine needs, entered employment and assigned case management and compliance with special provisions of the grant.
This section indicates whether program reports, expenditure reports, cash reports or performance monitoring are required by the Federal funding agency, and specifies at what time intervals (monthly, annually, etc.) this must be accomplished.

These requirements pertain to awards made within the respective State's fiscal year - not the Federal fiscal year,
as some State and local governments may use the calendar year or other variation of time span designated as the fiscal year period,
rather than that commonly known as the Federal fiscal year (from October 1st through September 30th).
